1, the establishment of fire prevention, explosion prevention and leakage prevention system

(1) Establish fire safety responsibility system, implement dedicated management, and put fire prevention, explosion prevention and leakage prevention safety management in the first place in all work.In the process of operation of the filling station can not have a trace of paralysis thought and fluke psychology.

(2) According to the actual situation of the filling station, the working system and working procedures of each post suitable for the filling station should be formulated scientifically and reasonably.

(3) Strengthen the safety education of employees, including the study of gas and fuel knowledge, establish safety concepts and enhance safety awareness.

2. Strengthen the management system of open fire and prevent fire from entering

As the saying goes, "fire and water are merciless", the "fire" of liquefied petroleum gas (LPG) station and natural gas (CNG) station is more merciless, and the loss and harm caused by fire explosion is greater than that of other industries.General material fire, spread and expand the speed is relatively slow, in the early stage of occurrence, the scope is small, more easy to extinguish.Liquefied petroleum gas and natural gas fire spread and spread very fast, its flame speed up to 2000m/s.Above, and difficult to extinguish, especially the explosion accident, once happened, will immediately cause major disasters.To strengthen the management of open fire and prevent the entry of fire is a primary measure for the safety management of filling stations. The following points should be done in detail.

(1) Warning slogans and signs such as "No Fireworks" should be set up in eye-catching position in the filling station.Explosion-proof tools should be used when working and maintaining equipment.

(2) The speed of vehicles entering the station shall not exceed 5km/h.Tractors, electric vehicles, motorcycles and animal rickshaws are prohibited from entering the station.

3. Safety management of gas receiving and unloading operation

(l) Carefully check the delivery documents, check the name of the product, quantity, quality test and the number of the gas burst storage tank. It is strictly prohibited to discharge the gas with corrosive media exceeding the standard into the storage tank.

(2) Carry out the gas discharge operation in strict accordance with the working rules.

(3) The car should be parked and turned off according to the designated position, and the car key should be handed over to the worker for temporary safekeeping.

(4) When unloading gas, the electrostatic grounding wire must be connected first to confirm that the globe valve on the gas and liquid hose (ball valve 1 is in the closed state, and then connect the unloading pipe) the unloading equipment of tank truck should be operated by the air supplier.

(5) During gas unloading, the operator must monitor the site and check the pressure, temperature and liquid level at any time.The liquid volume of the LPG tank shall not exceed 85% of the tank volume.The pressure of CNG gas storage tank shall not exceed 25MPa.

(6) The operator shall supervise the air supply driver to leave the air supply vehicle, but shall not be far away from the operation site, and shall not clean and repair the vehicle.

(7) After the end of gas unloading, the operator shall disassemble the gas transmission pipe and electrostatic grounding wire. After the check, the car key shall be handed over to the driver, and the car shall be sent to the driver before starting and leaving the scene.

4, air operation safety management

(1) During operation, each inflator shall have a staff member, but one person cannot operate two air guns at the same time.

(2) The operator should stand on the side to guide the vehicle into the station. The car should stop at the designated position with obvious marks, and keep a distance of more than 1m from the inflator.

(3) After the car stops, the worker should supervise the driver to pull the handbrake, turn off the engine, take off the key, leave the cab, and turn off the lights at night.

(4) Before gas filling, the worker should check the safety of the vehicle's gas cylinder instrument and valve pipeline to see whether it is within the service life.

(5) The submersible pump can not be started until the valves of the liquid outlet line and the return line are all opened.The regulating valve (or safety return valve) on the bypass line of the submersible pump shall not be closed.

(6) Aerosol (soft) pipes shall not cross or pass other equipment during operation.

5. Safety operation rules for air refueling

(1) The aerator must have LPG (or CNG) knowledge and fire knowledge, and should hold the certificate to work on the post.

(2) After the positioning of the aerated vehicle, the aerator checks whether the engine is flameout and the hand brake is on.

(3) For the modified vehicle, before filling the air, the aerator should ask the driver to open the back cover of the vehicle and check whether the container is in service period and has the specified label.Check whether there is gas leakage or other abnormal conditions in the liquid level gauge, valve and piping of the container by means of seeing, listening and smelling.For non-modified vehicles, the driver should be required to cooperate with the above work.

(4) The air feeder shall connect the air gun with the air inlet of the vehicle after inspection and confirm that it is firm.It is strictly forbidden to cross and wrap the air pipe on other equipment.

(5) The aerator shall observe the flow rate and the scale of the container when filling air. The maximum LPG aeration volume shall not exceed 85% of the container volume of the automobile storage tank or the specified red line;CNG refueling volume shall not exceed 20MPa.

(6) In the aeration operation, the aerator is forbidden to hand over the air gun to the customer for operation, and it is forbidden to operate two air guns by one person, and it is not allowed to leave the vehicle that is aerating for free.

(7) The aerator should supervise the driver not to use the brush to clean the vehicle or open the front cover of the engine to repair the vehicle.

(8) In case of serious gas leakage in the process of filling, the aerator should immediately close the cylinder valve of the vehicle and press the emergency closing button at the same time to control the gas leakage in the minimum range.

(9) After the end of air filling, remove and properly place the air gun.

(10) Air filling must be carried out in separate vehicles, and no yard air filling is allowed between vehicles.The use of mobile phones and other mobile communication devices is prohibited in the gas filling area.

(11) In case of severe lightning and lightning strike weather, failure of measuring instruments, or events around the filling station that cannot guarantee the safety and normal work of the filling station, the filling operation should be suspended.

6. Safe operation rules for receiving and unloading gas

(1) Specialized person is responsible for monitoring the whole discharge process.

(2) After guiding the tank car to the designated position, a special person shall check whether the handbrake, exhaust pipe fireproof cover and other equipment of the vehicle are in good condition, whether the vehicle is in gear, and check the gas quality guarantee certificate issued (LPG should meet the quality requirements of SY7548-1998).

(3) Check whether the temperature, pressure and liquid level of the storage tank and tank car are within the normal value, whether the reading of the primary instrument is consistent with that of the secondary instrument, and calculate the amount of liquid intake according to the liquid level display.

(4) Check whether the gas and liquid hoses are in good condition and whether the stop valve is closed, and whether the grounding wire is well grounded.

(5) After the completion of all the inspection and procedures, the tanker escorts are connected with the gas and liquid hoses, and informed to predict the number of liquid intake.

(6) After the hose is connected, open the stop valve on the gas-liquid pipe interface on the liquid discharge pipe, and then start the electric button.

(7) The tanker driver can start the discharge pump after receiving the instruction, and strictly control the pressure of the discharge pump within the specified pressure range.

(8) Check the instrument reading once, and stop working of the discharge pump immediately when the reading is greater than or equal to 80%.

(9) After stopping the pump, the stop valve on the tank truck should be closed first, and then the special person is responsible for closing the stop valve on the gas and liquid hose, cutting off the power supply, and restoring the discharge hose.

(10) At the end of discharge, check whether the first and second instrument readings are consistent.

Make a good record, and calculate the received amount according to the meter reading before and after unloading, and confirm that it is consistent with the liquid delivery list before signing for receiving.

(11) In case of leakage during discharge, press the emergency shut down button immediately and take corresponding emergency measures.

(12) In case of lightning strike, failure of unloading equipment, or events around the filling station that cannot guarantee the safety and normal work of the filling station, unloading liquid should be suspended.

7. Emergency measures

In order to effectively do the work of "prevention first, prevention and elimination combined", to ensure the normal operation of the gas station, and timely deal with the possible sudden events, emergency measures should be formulated.

(1) Emergency measures for power failure: once the power failure occurs in the filling station, the emergency lights should be turned on immediately to check the key parts;Switch off all kinds of switches, in case of sudden power damage to electrical equipment, and timely report to the superior authority;Check the cause of power outage, record the time of power outage and call time.

(2) Emergency measures for air leakage: if air leakage is found in the pipeline network in the filling station, the leakage point should be quickly identified, the valve on the pipeline at both ends of the leakage point and the storage tank valve connected with the pipeline should be immediately closed, and the air source should be cut off.Cut off the power supply, stop all operations, do a good job of evacuation of personnel and foreign vehicles, and eliminate all fire sources, and prevent the collision of gas cylinders or other metal items caused by the emergency sparks.Wrap a wet quilt around the leak and cool it with water.If the leakage is large and difficult to control, the warning area should be expanded and the alarm "119" should be given quickly.

If there is leakage of pipeline or valve at the unloading platform, the pipe and liquid tube of the tank truck and the unloading device should be closed immediately, the tank truck should stop the pump immediately, and the pump should be blown with inert gas and washed with fire water respectively. If it is difficult to control for a while, the alarm "119" should be given immediately.
